Does this work for the Ender 3 Pro?
The stock thermistor from my machine measures approximately 1.17 M (46″) from glass bulb to plug. If this replacement is 1 M (39.4″) it is too short.

This will work. Just cut the stock thermistor cable about 6″ up from the hotend and splice it in. Solder and heatshrink them. You can twist them but in my experience over time the twist gets loose and causes thermistor issues later down the road.

What is the upper temperature rating for this thermistor? I want to print PC with 290-300 degree nozzle temp (using all metal hotend).

290C is the max temp they are rated for. Higher than that and you will damage them.
